Error 403 - forbidden

I have the following problem:

When I try to go to my webpage i get Error 403 - forbidden.

This only happens when I use a other directory to store my webpage.

I think it is a security problem in Windows, but I cannot get it out.

I am using Windows 2000 server SP3 whith active directory.

Please help me.
