How to really stop servers

How can can one really stop HTTP and FTP servers? That is have them listening on NO ports. The disable only has the HTTP server STILL listen and display a disabled message. Don't seem to find anyting with regard to stopping or disabling FTP server nor does it seem possible to change its listening port.

Turn off the proxy servers too. The FTP/HTTP proxy uses port 80 as well.

Thanks, this seems to work for the HTTP server, but it still appears that the FTP server is still listening on port 21 and responds to ftp with login request.
