In Groupware 6, is it possible to turn off message archiving at the user level?

Not on a user level. It is all or nothing solution. You can turn it all on all accounts or you can limit size of the message which are archived and you can exclude spam from the archive. All options are on the Mail Services/Archive in Administrator. With 6.0 you can purge email archive for any users, so this could be a work around. My only suggestion would be to submit ticket to support department to see if there is any trick to exclude users from archiving.
