I have a user trying to send email to someone outside our organization. She receives an email that says: 554 5.7.1 Service unavailable; Client host [this is my IP Address] blocked using clients.blocked.rbl; 1168890306 My question is that since my address is listed am I the one restricting her email or is it being rejected the other person. How do I go about fixing this. I have run a check on our ip and we are not blacklisted.

I would say you are being blocked by the recieving mail server. The mail server of the person you are sending to, is blocking you.

Are you using the smtp anti-spam rbl list in question? If you are, you can uncheck it and see if that helps. If you are not using that particular rbl, you can contact them and try to get removed from their blocked sender list.
