Unable to view new worksheet

I have a saved workbook with about 21 worksheets in it. But I cannot view any worksheets past # 18.
When the program opens it opens to full page view, but the arrows to move the pages left or right so that I can view them does not move!
Anyone have any ideas? Or will I have to satrt over & make smaller workbooks?
