In Edock Server 2.1, is there a way to prevent normal user with Read only access to save a public folder files into his/her local hard disk. I noticed that any user (with whatever rights) can point at that file and use mouse right click and choose "Save Target As..." to save whatever files to his/her local hard disk. Is there a way to prevent this?

No. "Save Target As.." is a function of Internet Explorer which both the web and the windows client uses. You might be able to set a security policy to disable this all together in Windows, but I don't think that's what you're looking for. Saving the file is part of reading. A user can launch the file in its associated application and be able to save it to their hard disk.
