This appears to be resolved. I was prepared to do a radical uninstall and re-install, but I first tried the following:

Try to change security settings in IE7. It may be some misconfiguration between IE7 and your web server.

Seems a problem of running scripts with your Browser. Do check for them and allow running the scripts (be cautious, this is risky as your browser will then allow the scripts to be run from any website...
